Do I need a hair salon or stylist license in Texas?

In Texas, anyone who provides cosmetology or barbering services—such as hair cutting, coloring, styling, or chemical treatments—must hold a valid license from the Texas Department of Licensing and Regulation (TDLR) under its Barbering & Cosmetology program.

Depending on your role, this could be a Cosmetology Operator, Class A Barber, Esthetician, Manicurist, Eyelash Extension Specialist, Hair Weaving Specialist, or similar license. Each license requires completing a TDLR-approved training program and passing both written and practical exams.

For example, to obtain a Cosmetology Operator license you must complete 1,000 hours of instruction and pass a written exam followed by a practical exam. Working without the required license can lead to fines or other disciplinary action under Texas law.

If you plan to operate a salon or barbershop, you’ll also need an Establishment License issued by the TDLR. The establishment license is required even if you don’t personally perform services. These licenses are tied to a specific location and are required to be renewed (typically every two years) via TDLR.

Unlicensed owners may manage the business side, but they cannot provide services unless they hold the appropriate practitioner license themselves.

Home-based salons must also obtain an establishment license and meet state requirements such as a separate public entrance, a dedicated business space (not used for living and sleeping), compliance with safety and sanitation, and TDLR inspection eligibility.

Beyond licensing, owners should make sure their business is properly registered, secure any required tax or seller’s permits if they sell products, comply with employment and labor regulations, and maintain health and safety standards set by TDLR.
